I have the honour to state that from time to

time a question has arisen as to the amount of leave which should be granted to Chinese clerks and other officers holding appoint- -ments which in the ordinary course are filled by local candidates.

Under the existing regulations officers of this class have leave privileges identical with those of officers recruited in England, though in practice extended leave is rarely applied for, except with the intention of proceeding to Europe or America in special circumstances or, in the case of Indians, for the purpose of visiting relatives. It is however possible that extravagant demands may in future be made and I have accordingly to recommend that special rules should be prepared, to apply to all officers who may subsequently to their promulgation be appointed to offices ordinarily recruited locally. I enclose draft rules for the purpose which have been draw up on the lines of the regulations in force in the Straits Settlements.
